Consistency with the New Zealand Bill of Rights Act 1990:
Christchurch City Council (Robert McDougall Gallery) Land Vesting Bill

  1. We have examined this Local Bill for consistency with the New Zealand Bill of Rights Act 1990. We understand that this Bill was introduced to the House of Representatives on Wednesday 12 February 2003, in the name of the Hon Tim Barnett.
  2. We consider that this Bill does not give rise to any issues of inconsistency with the Bill of Rights Act.
  3. The purpose of this Bill is to vest the land on which the Robert McDougall Art Gallery is situated in the Christchurch City Council and to empower the Council to grant leases and licenses of the Gallery for the purposes specified in the Bill.
  4. In accordance with your instructions, we attach a copy of this opinion for referral to the Minister of Justice. Copies are also attached for referral to the Minister of Local Government, and the Hon Tim Barnett if you agree.
