LEGAL ADVICE

CONSISTENCY WITH THE NEW ZEALAND BILL OF RIGHTS ACT 1990: MEAT BOARD AMENDMENT BILL


  1. We have considered whether the Meat Board Amendment Bill (PCO 7094/2) (the "Bill") is consistent with the New Zealand Bill of Rights Act 1990 (the "Bill of Rights Act"). We understand that the Bill will be considered by the Economic Development Committee at its meeting on Wednesday, 15 March 2006.
  2. The Bill amends the Meat Board Act 2004 to clarify that all meat industry participants who hold a meat export registration certificate are eligible to receive allocation of quota to meat markets where New Zealand has preferential access by way of quota. Industry participants are eligible for quota irrespective of whether they intend to export to those markets.
  3. We consider that the Bill appears to be consistent with the Bill of Rights Act.
