ATTORNEY-GENERAL

Electoral (Administration) Amendment Bill (No 2) (PCO14691/1.10): Consistency with the

New Zealand Bill of Rights Act 1990

Our Ref: ATT395/146

1. I have reviewed this Bill for consistency with the New Zealand Bill of Rights Act 1990.

2. The Bill amends the Electoral Act 1993 by:

2.1 abolishing the office of Chief Registrar of Electors and transferring its functions to the new Electoral Commission;

2.2 improving and simplifying enrolment processes to maximise enrolment and achieve cost efficiencies; and

2.3 introducing the option of online enrolment for electors.

3. The Bill does not raise any apparent inconsistency with the Bill of Rights Act.

4. In accordance with Crown Law Office practice, this advice has been peer reviewed by Ian

Carter, Crown Counsel.
