Consistency with the New Zealand Bill of Rights Act 1990: Advanced Technology Institute Bill


  1. We have considered whether the Advanced Technology Institute Bill (PCO

16611/1.7) (‘the Bill’) is consistent with the rights and freedoms affirmed in the New Zealand Bill of Rights Act 1990 (‘the Bill of Rights Act’). We understand that the Bill will be considered by the Cabinet Business Committee at its meeting on 3 September 2012. We also understand that the Bill may be subject to further amendments before it is introduced to the House. We will provide you with advice on these amendments should this prove necessary.


  1. The purpose of the Bill is to establish the Advanced Technology Institute (‘the ATI’) and to provide for its main objective, functions, and operation. The Bill

specifies that the ATI is a Crown entity. The Bill also provides that the main objective of the ATI is to support science and technology-based innovation by businesses primarily in the manufacturing or services sectors in order to improve their growth and competitiveness.


  1. We have concluded that the Bill appears to be consistent with the rights and freedoms affirmed in the Bill of Rights Act.
