Consistency with the New Zealand Bill of Rights Act 1990: Arts Centre of Christchurch Trust Bill


  1. We have considered whether the Arts Centre of Christchurch Trust Bill (‘the Bill’) is consistent with the rights and freedoms affirmed in the New Zealand Bill of Rights Act 1990 (‘the Bill of Rights Act’).
  2. The Bill is a Private Bill in the name of Hon Nicky Wagner. The Bill was introduced into the House of Representatives on 16 June 2014 and had its first reading on 25 June 2014. The Bill has been referred to the Local Government and Environment Committee.
  3. The Bill sets out the objects, powers and governance arrangements of the Arts Centre of Christchurch Trust (the Trust) and provides for the constitution and winding up of the Trust.
  4. We have concluded that the Bill appears to be consistent with the rights and freedoms affirmed in the Bill of Rights Act.
