Hon Christopher Finlayson QC, Attorney-General

LEGAL ADVICE

LPA 01 01 20

Consistency with the New Zealand Bill of Rights Act 1990: New Zealand Business

Number Bill

1. We have considered whether the New Zealand Business Number Bill (‘the Bill’) is

consistent with the rights and freedoms affirmed in the New Zealand Bill of Rights Act

1990 (‘the Bill of Rights Act’).

2. The Bill creates a New Zealand business number (NZBN) register which will be publicaly available. An eligible entity that is registered on the NZBN register will be assigned an NZBN identifier number which may be used in business transactions. The register is intended to make dealing with government agencies easier and reduce the cost of business transactions in New Zealand.

3. We have concluded that the Bill appears to be consistent with the rights and freedoms affirmed in the Bill of Rights Act.
