Consistency with the New Zealand Bill of Rights Act 1990: Healthy Homes Guarantee Bill (No 2)


Purpose


  1. We have considered whether the Healthy Homes Guarantee Bill (No 2) is consistent with

the rights and freedoms affirmed in the New Zealand Bill of Rights Act 1990 (‘the Bill of Rights Act’).


  1. The Bill amends the Residential Tenancies Act 1986. Its purpose is to ensure every rental home in New Zealand meets minimum standards of heating and insulation. It requires the Ministry of Business, Innovation, and Employment to set minimum standards for heating and insulation in rental properties within 6 months, and all landlords to meet these standards.
  2. We have concluded that the Bill appears to be consistent with the rights and freedoms affirmed in the Bill of Rights Act.
