Consistency with the New Zealand Bill of Rights Act 1990: New Zealand Public Health and Disability (Southern DHB) Elections Bill

Our advice


  1. We have considered whether the New Zealand Public Health and Disability (Southern DHB) Elections Bill (‘the Bill’) is consistent with the rights and freedoms affirmed in the New Zealand Bill of Rights Act 1990 (‘the Bill of Rights Act’).
  2. The purpose of the Bill is to cancel the 2016 election of members of the Southern District Health Board.
  3. We have not yet received a final version of the Bill. This advice has been prepared with the latest version of the Bill available at the time of writing (PCO 19507/1.1). We will provide you with further advice should the final version of the Bill include amendments that affect the conclusions in this advice.
  4. We have concluded that the Bill appears to be consistent with the rights and freedoms affirmed in the Bill of Rights Act.
