Consistency with the New Zealand Bill of Rights Act 1990: Newborn
Enrolment with General Practice Bill
- We
have considered whether the Newborn Enrolment with General Practice Bill
(‘the Bill’), a member’s Bill in the
name of Dr Parmjeet
Parmar MP, is consistent with the rights and freedoms affirmed in the New
Zealand Bill of Rights Act 1990 (‘the
Bill of Rights Act’).
- The
purpose of the Bill is to improve the health and social results for infants and
children. The Bill aims to achieve this by requiring
that newborns are enrolled
with a general practice before the newborn is due for their first immunisation
at six weeks of age.
- We
have concluded that the Bill appears to be consistent with the rights and
freedoms affirmed in the Bill of Rights Act.
