Consistency with the New Zealand Bill of Rights Act 1990: Health (National
Cervical Screening Programme) Amendment Bill
Purpose
- We
have considered whether the Health (National Cervical Screening Programme)
Amendment Bill (‘the Bill’) is consistent
with the rights and
freedoms affirmed in the New Zealand Bill of Rights Act 1990 (‘the Bill of
Rights Act’).
- The
purpose of the Bill is to amend the Health Act 1956 (‘the principal
Act’) to enable direct access to the National Cervical Screening Programme
Register (‘the Register’)
for specified health practitioners and
their administrative staff, screening support services staff, and Register
administrators.
The Bill makes technical revisions to Part 4A of the principal
Act, which governs the Register and establishes strict limits on its
access and
use.
- We
have concluded that the Bill appears to be consistent with the rights and
freedoms affirmed in the Bill of Rights Act.
