Consistency with the New Zealand Bill of Rights Act 1990: Litter
(Increased Infringement Fee) Amendment Bill
- We
have considered whether the Litter (Increased Infringement Fee) Amendment Bill
(‘the Bill’), a member’s Bill
in the name of Scott Simpson MP,
is consistent with the rights and freedoms affirmed in the New Zealand Bill of
Rights Act 1990 (‘the
Bill of Rights Act’).
- The
purpose of the Bill is to increase the maximum fine for the infringement offence
of depositing litter in or on a public place,
or in or on private land without
the consent of its occupier. The amendment increases the maximum fine from $400
to $1,000.
- We
have concluded that the Bill appears to be consistent with the rights and
freedoms affirmed in the Bill of Rights Act.
