Consistency with the New Zealand Bill of Rights Act 1990: Remuneration
Authority (Members of Parliament Remuneration) Amendment Bill
- We
have considered whether the Remuneration Authority (Members of Parliament
Remuneration) Amendment Bill (‘the Bill’)
is consistent with the
rights and freedoms affirmed in the New Zealand Bill of Rights Act 1990
(‘the Bill of Rights Act’).
- We
have not yet received a final version of the Bill. This advice has been prepared
in relation to the latest version of the Bill
(PCO 21593/2.1). We will provide
you with further advice if the final version includes amendments that affect the
conclusions in
this advice.
- The
Bill amends the Remuneration Authority Act 1977 and the Members of Parliament
(Remuneration and Services) Act 2013 to freeze the
remuneration for Members of
Parliament (MPs) at current levels until 1 July 2019. The Bill carries over the
current Parliamentary
Salaries and Allowances Determination 2017 with a new
expiry date of 30 June 2019. This means that MPs’ salaries, superannuation
subsidies and expense allowances will remain the same until the Authority makes
a new determination in 2019.
- We
have concluded that the Bill appears to be consistent with the rights and
freedoms affirmed in the Bill of Rights Act.
