Consistency with the New Zealand Bill of Rights Act 1990: Parliamentary
Agencies Delegations Legislation Bill
- We
have considered whether the Parliamentary Agencies Delegations Legislation Bill
(‘the Bill’) is consistent with the
rights and freedoms affirmed in
the New Zealand Bill of Rights Act 1990 (‘the Bill of Rights
Act’).
- The
purpose of the Bill is to enable the clerk of the House of Representatives and
the General Manager of Parliamentary Services to
delegate a number of specified
powers under the Parliamentary Service Act 2000 and the Clerk of the House of
Representatives Act
1988. This will allow the parliamentary agencies to share a
number of services, ensure that the functions and services performed
by each
agency are aligned as closely as possible, and minimise duplication.
- We
have concluded that the Bill appears to be consistent with the rights and
freedoms affirmed in the Bill of Rights Act.
