Last Updated: 30 July 2020

LEGAL ADVICE
LPA 01 01 21
Hon David Parker, Attorney-General
Consistency with the New Zealand Bill of Rights Act 1990: Local Government
(Customer Focus) Amendment Bill
Purpose
- We
have considered whether the Local Government (Customer Focus) Amendment Bill
(‘the Bill’), a member’s Bill in
the name of Hon Jacqui Dean
MP, is consistent with the rights and freedoms affirmed in the New Zealand Bill
of Rights Act 1990 (‘the
Bill of Rights Act’).
- The
Bill amends the Local Government Act 2002 to require local authorities to
promote a customer focus when delivering public services
and performing
regulatory functions, and to make chief executives responsible for ensuring that
local authorities provide customer-focused
delivery in these areas.
- We
have concluded that the Bill appears to be consistent with the rights and
freedoms affirmed in the Bill of Rights Act.
