Consistency with the New Zealand Bill of Rights Act 1990: Queen Elizabeth
II Memorial Day Bill
- We
have considered whether the Queen Elizabeth II Memorial Day Bill (the Bill) is
consistent with the rights and freedoms affirmed
in the New Zealand Bill of
Rights Act 1990 (the Bill of Rights Act).
- We
have not yet received a final version of the Bill. This advice has been prepared
in relation to the latest version of the Bill
(PCO 25041/3.0). We will provide
you with further advice if the final version includes amendments that affect the
conclusions in
this advice.
- The
Bill establishes a one-off public holiday on 26 September 2022 to be observed as
a day of commemoration to acknowledge the long
and dedicated service of Her
Majesty Queen Elizabeth II to New Zealand. The day will be observed as a public
holiday for the purposes
of the Holidays Act 2003 and as a day that schools must
be closed in accordance with the Education and Training Act 2020.
- We
have concluded that the Bill appears to be consistent with the rights and
freedoms affirmed in the Bill of Rights Act.
